Subsection (b) provides, Whoever, employing a center or way of interstate or international business or in or impacting interstate or international business, has, manages, or operates an interactive computer service (as a result term is defined in part 230(f) [of] the Communications Act of 1934 (47 U.S.C. 230(f))), or conspires or tries to achieve this, using the intent to market or facilitate the prostitution of another person and(1) promotes or facilitates the prostitution of 5 or higher people; or (2) functions in reckless neglect to the fact that such conduct contributed to intercourse trafficking, in breach of 1591(a), will be fined under this name, imprisoned for less than 25 years, or both.
